In a purely economic sense, Pelosi is right in that children are an investment that doesn't pay dividends until some point in the future. And possibly not even then, depending on the child. Her point, such as it is, is that you don't invest money you don't have. People who are just scraping by and possibly taking advantage of govt. assistance shouldn't be having babies. Coincidentally, this group of children, i.e. those born to poor parents, are the ones statistically least likely to provide a good "return on investment".
Perman's rebuttal is a good one, but it's not really "economic". Which is fine.
